Not in fact local cascade protection (which prevents non-admins uploading local copies or changing the file description if the image is hosted here), but cascading protection on Commons. Images from Commons on en-WP's main page are included by a bot at Commons:Commons:Auto-protected files/wikipedia/en, giving them cascading full protection at Commons and saving en-WP admins from having to upload local copies to stop unwanted changes to the Commons versions affecting the main page here. So en-WP admins can't edit the file description, and you'll have to request the change at Commons. BencherliteTalk 17:09, 15 October 2013 (UTC)[reply]
